Full time Regional Monitoring, Evaluation and Learning Specialist for the USAID Regional Approaches for Eradicating Tuberculosis (RAFET) program in Central Asia

Duty station: Almaty, Kazakhstan

Purpose of the position and organizational position

KNCV Tuberculosis Foundation is seeking a Monitoring, Evaluation and Learning (MEL) Specialist for the USAID Regional Approaches For Eradicating Tuberculosis (RAFET) program in Central Asia. The goal of this activity is to reduce the burden of tuberculosis, particularly drug‐resistant tuberculosis (DR‐TB), in the Central Asia region, through 1) support to regional cooperation and collaboration that will allow forward progress on challenges that the region faces, such as labor migration of people being treated for TB, data sharing to understand trending epidemiology and increasing drug resistance; 2) capitalize on the many innovative practices each country has already invested in and ensure they are shared widely and replicated if appropriate, so all five National TB Programs continue to demonstrate progress. Under this last objective, there will also be limited targeted bilateral technical interventions in Kazakhstan, with a focus on the Innovate and Sustain pillars of the USAID Global TB Strategy 2023‐2030.

The Regional MEL specialist will lead the development and implementation of the activity’s MEL plan and systems and will provide technical expertise to enable performance management and learning, activity reporting to USAID and capacity building of local partners.

Position within the organization

The Regional Monitoring, Evaluation and Learning (MEL) Specialist is a key staff member of the RAFET activity and is accountable to the Chief of Party. 

Job Profile

The Regional MEL specialist will lead the development and implementation of the activity’s MEL plan and systems, will provide technical expertise to enable performance management and learning, and will collect and develop the activity’s strategic information and activity reports for USAID. In addition, the Regional MEL specialist will provide tools and technical assistance to local organizations, strengthening organizational capacity and systems for monitoring and evaluation; the MEL specialist also supports and coordinates partners in M&E related work through country field visits and virtual assistance.

Knowledge exchange and communication will be an integral part of the MEL’s specialist’ responsibilities, e.g., by leading the collection and dissemination of success stories, lessons learned and best practices across the region.

Key responsibilities

  • Developing the activity’s MEL plan
  • Establishing, and maintaining systems to measure, compile, analyze and report they activity’s program data at all levels (regional as well as in Central Asian countries).
  • Compiling and producing regular project reports to USAID and developing special reports as needed
  • Producing analysis of program data, results and indicators, identifying methods for program improvement
  • Providing tools and technical assistance to local organizations, strengthening organizational capacity and systems for monitoring, evaluation and learning
  • Supporting and coordinating partners in M&E related work through country field visits and virtual assistance.
  • Leading the activity’s regional knowledge management
  • Collecting and disseminating success stories, lessons learned and best practices.

Requirements

Education

  • Bachelor’s degree with a focus on research in a relevant field, such as social sciences, statistics, or planning required, master’s degree is preferred.

Experience

  • Minimum of three years of experience in project monitoring and evaluation, research, and learning on donor-funded projects;
  • Working knowledge of monitoring and evaluation techniques including quantitative and qualitative data collection approaches and the development of monitoring and evaluation plans;

Skills

  • Demonstrated skills in data analysis and data visualization;
  • Knowledge of communications and knowledge management;
  • Experience designing, adapting & applying M&E systems for USAID projects preferred;
  • Effective oral and written communication skills in English and ability to speak Russian
