Finance Manager

Duty Station: Addis Ababa, Ethiopia

The KNCV office in Addis Ababa is responsible for the overall implementation of CTB project. As lead partner, KNCV implements the project together with MSH and WHO and operates in close communication with the National TB program (NTP), the USAID Mission and other stakeholders.

The project focusses specifically on four major areas: 1) technical support (TA) to the national level of the National TB Program (NTP); 2) TA to two Regions; 3) TA to three urban areas, and 4) tailored support to key populations. At the main office in Addis Ababa, a mix of KNCV and MSH senior technical staff provide both national TA and policy support and regional/zonal TA.

Purpose of the job

The position of Finance Manager is aimed at keeping timely, complete and correct financial transactions and reporting to the internal and external stakeholders. S/he supports Deputy Country Director-Operations of KNCV Tuberculosis Foundation in the efficient financial management of projects including review and development of project and office budgets. S/he ensures the accounting transactions are in accordance with Generally Accepted Accounting Principles, KNCV Policy, and any cost principles imposed by KNCV or donor agency; and agrees with supporting documents. S/he ensures monthly financial reporting to KNCV in The Hague and to donors, monitors availability of funds and is contact person for audits by external auditor. S/He is responsible to timely signal over- and under spending of allocated budget.

As a Finance Manager you will:

  • Support and facilitate the development of budgets with inputs from the technical and operations staff
  • Monitors the country office cash position so that cash is adequately available to cover project activities costs.
  • Monitors and analyzes monthly operating results against budget; provides result of such analysis for project monitoring to the country representative and project director as applicable.
  • Ensures accurate and timely submission of monthly financial reports to the Country Representative, KNCV HQ and/or donors.
  • Produces host government regulatory bodies’ statutory reports as per the required format and reporting timeline.
  • Ensures compliance with legislative requirements of host government, KNCV field office manual and donor requirements.
  • Reviews and checks the monthly payroll and ensures timely settlement of payroll deductions to the relevant reporting authorities.
  • Reviews monthly balance sheet reconciliations including bank reconciliation.
  • Liaises with internal and external auditors to resolve audit queries.
  • Ensures accounting events are recorded and classified on a timely basis and consistent with KNCV chart of accounts. Examines accounting data for accuracy, appropriateness and adequate documentation.
  • Ensures the effective management, monitoring and tracking of KNCV properties
  • Supervises the finance staff assigned under her/him.
  • Provides technical support to program staff and partner organizations/implementing agencies in financial, grant and administrative managements.
  • Performs other relevant duties as assigned by the Country Representative

Who we are looking for?

Education:

  • Master’s Degree in Accounting with 7 years of work experience, or Bachelor Degree in Accounting with 10 years of work experience.

Knowledge and Experience:

  • Minimum of 5 years of relevant work experience in international organizations or NGO’s at a senior level
  • Experience with USG-funded projects specifically in public health related field preferred
  • Knowledge of 70/30 requirements of charity and society Agency laws.
  • Demonstrated experience and skills on planning, budgeting and forecasting, financial management and financial reporting.
  • Excellent communications skills particularly attuned to working well with non-finance professionals.
  • Used to working in a fast moving environment providing accurate and timely information to a high standard.
  • Excellent command of written and spoken English
  • Excellent skills in Microsoft Word, Excel, Power Point, Outlook.
  • Knowledge of QuickBooks or similar accounting software.
  • Ability to efficiently organize work.
  • Ability to work independently.
