KNCV branch in Tajikistan is the sub-contractor of USAID TB Control Program, 5-year regional program to decrease TB mortality and morbidity in high burdened countries. The USAID TB Control Program seeks to improve the health status of the people in Tajikistan and Uzbekistan by building the capacity of national TB control programs to provide more effective and accessible TB diagnosis and treatment, which will reduce the burden of TB and MDR-TB and the development of drug-resistant tuberculosis. The Program supported National TB Program under Ministry of Health and Social Protection of Tajikistan in introduction and implementation of TB E-Register database system (OpenMRS) for electronic recording & reporting on TB cases. KNCV is seeking experienced IT and database specialist to provide support in management of IT system in the KNCV branch office and assisting in implementing the database system.  The position will be based in the Dushanbe office, with travels to project sites within the regions of Tajikistan.


Under overall guidance and management of KNCV Country Director in Tajikistan, the IT and database specialist will be responsible for the following scope of work:

  • Coordination of implementation of TB E-Register for NTP Tajikistan
  • Conducting of trainings and on-the-job re-trainings to ensure the database is operational at sites
  • Supervision visits to improve real data entry into the TB E-Register
  • Development of instruction with check-list to assess data quality entering in TB Register sites
  • Assessing of quality of the data entered into the TB E-Register
  • Providing technical assistance on insertion of any requested adds to the interface of the TB register and to the system in general
  • Coordination and planning of the input of KNCV consultants based on the activity plans
  • Monitoring of activities implementation and progress with regular updates to the Country Director
  • Preventive maintenance of all office technical equipment to ensure its proper functioning
  • Coordination of internet communications and back up information of project technical specialists
  • Training of office personnel in work with new computer programs and equipment
  • Maintenance of LAN (Local Area Network) of the office
  • Assurance of uninterrupted internet connection in the office
  • Adjustment and programming of office equipment, including telecommunication devices
  • Analysis of specifications and selection of electronic equipment and fittings for procurement
  • Assisting Country Director on the matters that are directly or indirectly related to the project if needed and upon his/her request.


  • Bachelor and/or Masters’ degree (IT, public health, technical specialization)
  • Ability to run and control TB E-Register (Open-MRS system)
  • Proven track record of experience in medical health information system development/implementation; experience in TB control is an asset
  • Experience in collaboration and communication with stakeholders and international partners
  • Team player
  • Advanced knowledge with relevant software applications
  • Fluent verbal and written communication skills in Russian and English are required, Tajik language is an asset
  • Responsible and reliable


Full time (40 hours per week), the contract will be signed for 6 months with possible extension
